The victims, enjoying a peaceful day in the scenic Baisaran Valley, were gunned down in cold blood while dining at a local eatery — an act that experts are calling a desperate attempt by Pakistan to destabilize the peace and prosperity returning to Jammu and Kashmir.
A Rare and Disturbing Attack on Tourists
Terrorist attacks in the Kashmir Valley targeting tourists are extremely rare. Historically, Kashmir has welcomed visitors warmly, with the region’s natural beauty, culture, and spirituality drawing millions every year. That’s what makes Tuesday’s attack especially disturbing. It wasn’t just an act of terror — it was a calculated move to strike at the heart of Kashmir’s growing tourism economy and its image of safety.
The attackers, identified as operatives of The Resistance Front (TRF), an offshoot of the Pakistan-based terror group Lashkar-e-Taiba (LeT), opened fire at close range. Reports suggest they deliberately checked ID documents before killing the victims, making it clear that this was a targeted massacre.
Kashmir’s Peace Under Attack
Over the past few years, Kashmir has seen a significant improvement in its security situation. After the abrogation of Article 370 in 2019 — which removed the region’s special status — the number of terror incidents, stone-pelting cases, and militant activity has sharply declined. According to Home Ministry data, there were only 46 terror-related incidents in 2023, compared to 153 in 2019.
This drop in violence has led to a surge in tourism. In 2024 alone, nearly 35 lakh tourists visited Kashmir, including 43,000 from overseas. The local economy flourished, hotels saw full bookings, and even remote villages began benefiting from the tourist inflow. For many Kashmiris, this resurgence brought renewed hope and stability.
That’s why this attack has hit so hard — not just because of the lives lost, but because it strikes at the very progress people have worked toward.
A Calculated, Desperate Move
Experts believe the timing and nature of the attack point to a larger strategy by Pakistan. According to counter-terrorism expert Faran Jeffery, this was one of the most brutal and significant attacks on civilians in recent times. He called it a deliberate assault on a soft target to send a message during a time of peace.
Tehmeena Rizvi, a senior fellow at the Observer Research Foundation (ORF), described the attack as a “massacre planned in frustration.” She pointed out that Pakistan’s deepening internal crises — especially in Balochistan and the economic instability gripping the country — have prompted its deep-state actors to shift focus back to Kashmir in a bid to distract and disrupt.
High-Level Response and Political Reactions
Prime Minister Narendra Modi, who was on an official visit to Saudi Arabia at the time, strongly condemned the attack, stating, “Those behind this heinous act will be brought to justice. They will not be spared. Our resolve to fight terrorism is unshakeable.”
Union Home Minister Amit Shah echoed the Prime Minister’s sentiments. In a high-level security meeting, he vowed that India would respond with the “harshest consequences” and that those responsible would face full accountability.
Political leaders across parties also condemned the act. Former J&K Chief Minister Mehbooba Mufti described the attack as “cowardly” and highlighted how rare such incidents targeting tourists have been. Another former CM, Omar Abdullah, said, “This is larger than anything we’ve seen directed at civilians in recent years.” He added that the true death toll was still being determined.
Strategic Timing of the Attack
The attack wasn’t just shocking — it was strategic. It came during two major diplomatic events: Prime Minister Modi’s visit to Saudi Arabia and U.S. Vice President JD Vance’s presence in India. Lt. Gen KJS Dhillon (Retd), former GOC of the Indian Army’s 15 Corps, noted that the timing of the attack was no coincidence.
He said, “The goal was to send a shock message while VIP visits were taking place. Pakistan’s deep-state terror machinery is behind this, and they are desperate to disturb the peace.”
Symbolism of the Location: Pahalgam and the Amarnath Yatra
Pahalgam, where the attack occurred, is not just a tourist destination — it is also a spiritual hub. The town is closely associated with the Amarnath Yatra, one of Hinduism’s most sacred pilgrimages. Last year alone, over 5 lakh devotees undertook the journey to the Amarnath Shrine, which is located in the Pahalgam tehsil.
Security for the pilgrimage is typically very tight. However, this attack shows that terrorists are now looking to hit symbolic and high-impact civilian targets — not just military or security installations.

India has a long-standing zero-tolerance policy toward terrorism. Following previous attacks like the Pulwama tragedy in 2019 — where 40 CRPF personnel were martyred — India has shown its resolve through military responses, including airstrikes on terror camps across the border.
